Meet Kathleen

Kathleen Flynn is a Clarington parent, professor and elected school board trustee. Her work has consistently focused on making sense of complex issues, bringing different perspectives together and helping move decisions forward.

She is running for Ward 2 because residents deserve a councillor who understands how public systems work, takes the time to understand the issues and communicates clearly about what is happening and why.

Public service

Experience that transfers to Council

What elected public service has taught her.

Since being elected in 2022, Kathleen has worked within a large public organization where decisions involve budgets, policy, competing priorities, public input, senior administration and relationships with other elected officials.

That experience has taught her that public leadership is not about having the loudest opinion in the room. It is about knowing the issue, asking the questions that help a group get to the heart of it, listening to the people affected and finding a practical path forward.

Those skills translate directly to municipal government, even though the responsibilities differ. A local councillor has to know what Council controls, when responsibility lies with the Region or Province, and how to build the relationships needed to move an issue forward.

Professional practice

Research and communication

Making complex information clear.

As a professor, Kathleen spends much of her professional life researching, analyzing information and explaining complex material in a way others can use.

She brings that same habit to public service. Residents should not need to read hundreds of pages of staff reports to understand a major decision. A councillor should do that work, identify what matters, ask informed follow-up questions and communicate the result in plain language.

Kathleen is also a listener. Better decisions happen when residents’ experiences, professional expertise and different points of view are brought together early enough to shape the outcome.

Kathleen is raising her family in Clarington. Like other local parents, she sees how growth shows up in everyday routines: traffic, recreation, school capacity, public spaces and the services families rely on.

That perspective keeps her focused on practical questions. Is the infrastructure ready? Is the service effective and easy to access? Are residents getting clear information? Is the decision likely to work outside the Council chamber?
